Driving a car without a driver's license is considered a crime and the driver is subject to a fine. Therefore, it is essential for all drivers operating vehicles to have their licenses with them. If your driver's license is lost or stolen, taking immediate action to report the loss will protect you against potential issues. It is no longer mandatory to publish an announcement in the official gazette for procedures such as license renewal and reporting a stolen license. Apart from this, all procedures in license renewal remain entirely the same.
Lost or Stolen Driver's License Renewal Process:
The steps to be taken in case of a lost or stolen driver's license are as follows:
Obtain a Health Report
One of the most important issues that those who have lost their driver's licenses are unaware of is this step. Many people do not know whether a new health report is required in cases of lost or stolen licenses. Let us state that if you are going to renew your license for any reason, obtaining a health report is mandatory. You can obtain a health report from the nearest hospital or health center.
Make an Appointment at the Population Directorate
If you have a health report in hand, now it's time to make an appointment for the procedure. You can make a driver's license appointment online via the website of the General Directorate of Population and Citizenship Affairs or by calling the ALO 199 hotline.
Pay the Required Fee for the New License – 2022 License Loss Fee
Now we have come to the third stage of the license renewal process. Before going to the Population Directorate for the appointment you received, you need to make a payment. There is no penalty for a stolen or lost license at this stage. The fee you will pay varies depending on the type of your license.
For Those with Old Type Driver's Licenses: If you still have an old type license, you need to pay 13 Turkish Liras as the valuable paper fee and 2 Turkish Liras as the Police Foundation service fee. So, you need to pay a total of 15 Turkish Liras to get the new license.
For Those with New Type Driver's Licenses: If you have lost or stolen your new type license, the fees are slightly different. In this process; you need to pay a total of 345 Turkish Liras, including 280 Turkish Liras for the valuable paper fee and 65 Turkish Liras for the Police Foundation service fee.
Prepare the Required Documents
Before going to the Population Directorate for license renewal, make sure you have the required documents. The documents required for a stolen or lost license are as follows:
Identity card or passport
1 biometric photo
"Fit for driving" health report
Blood type card (if the person's blood type is not known)
Receipt proving the payment of the required fees
A written petition and fingerprint for reissuing the driver's license (to be taken during the application.)
Obtain a Temporary Driver's License
After completing the application process, you need to wait for the approval of the new driver's license to obtain a temporary driver's license. Once the application is successfully processed, you can obtain a temporary driver's license valid for 14 days from the Temporary Driver's License Inquiry page on the e-government portal. Your new license will be delivered to your address within a maximum of 15 days.
Where to Pay the Lost License Fee?
The list of contracted banks by the Revenue Administration is updated every year. The fees for the Police Foundation and valuable paper are usually deposited into a different account. Both banks receiving these fees are determined by the two institutions. These banks are as follows:

Is a Temporary Driver's License Issued?
